EHS at the Design Table: What Safety Professionals Should Ask During Electrical System Design
Electrical safety is often associated with arc-flash labels, PPE, energized work permits, and electrical safety training.
Those controls matter.
But some of the most important electrical safety decisions occur before any of them are needed.
They occur during design.
When engineers are determining equipment layouts, electrical distribution architecture, disconnect locations, redundancy, switchgear configurations, and maintenance access, they are also influencing how future employees will interact with electrical hazards.
That is why EHS should participate in electrical design reviews.
The EHS professional does not need to design the electrical system. Instead, EHS should ask questions from the worker’s perspective.
How will this equipment be isolated?
Can a worker apply Lockout/Tagout?
Are disconnects accessible and clearly identifiable?
Can multiple sources energize the equipment?
Could generators, UPS systems, batteries, distributed generation, or redundant feeds create backfeed?
Can workers verify absence of voltage safely?
What stored electrical energy remains after shutdown?
Can routine maintenance be performed without energized work?
These questions introduce an important principle:
Design for de-energization.
If workers routinely need complicated procedures or energized work just to maintain equipment, the organization should ask whether a design opportunity was missed.
The hierarchy of controls applies to electrical safety just as it does to other hazards.
The strongest electrical safety program is not necessarily the one with the most PPE.
It may be the one where the system was designed so workers rarely need that PPE in the first place.
Design decisions become maintenance conditions. EHS should be involved while those decisions can still be changed.
